In order to solve the problem of stray dog¡¦s phenomena, both governmental association and non-governmental association are promoting stray dogs trying to find them a new home.  However, compare to the non-governmental association, non-governmental association seems to do a better job than government.  With all the administration recourses, there are still much that government could do in response to the problem such as organize the nongovernmental websites into one open, well-organized, effective adopting website.

This behavior actually offends the original purpose of animal euthanasia, which is giving old and sick animals a peaceful and painless death. Two surveys are done to show how people from all over the world and from Taiwan only think towards the stray dog problem and the policy of practicing euthanasia on these animals. Therefore, a more humane and potential system, including the practices of ¡§promotion of animal ligation¡¨, ¡§promotion of the implantation of electronic chips¡¨, ¡§establishment of animal protection laws¡¨ and ¡§general education¡¨, is suggested to hopefully replace the practice of euthanasia on stray dogs.
