on the Handling of Abandoned Dogs

The government of the Republic of China is immensely
concerned about the inappropriate handling of abandoned dogs in some areas
of Taiwan Province--a problem which has drawn
charges of inhumane treatment from the UK-based
World Society for Protection of Animals (WSPA). The ROC has already adopted
the following measures, which have been very well-received by animal protection
groups in Taiwan.

The county
and city governments concerned are required to consult the investigative
report on the stray dog problem released by the Life Conservationist Association
of the ROC and the WSPA, and then evaluate the handling of abandoned dogs
within their jurisdictions with respect to the management flaws and suggestions
listed in the report. These local governments must then submit proposals
for improvements to the competent authorities and immediately work out
plans to remedy all deficiencies. Those unable to meet these requirements
will have to immediately close their shelters for abandoned dogs.

The ROC'S
Environmental Protection Administration (EPA) will sponsor additional workshops
to teach related personnel how to humanely capture stray dogs. Furthermore,
the EPA, in conjunction with related agencies, conducts spot inspections
at the local level to ensure the proper handling of abandoned dogs. Should
such inspections uncover unremedied deficiencies, investigations must be
undertaken to identify and punish those responsible.

Animal
protection groups have been recruited to launch adoption drives and activities
aimed at encouraging people to contribute financially to the care of strays.

The ROC's
Legislative Yuan is being urged to speed up the legislation of the Animal
Protection Law. Prior to the passage of this law, local governments in
Taiwan Province are required to draw up dog population control measures
and take steps to prevent people from abandoning dogs.
