Regulations for Faculty Promotion in the English Department,
College of Foreign Languages, Fu Jen Catholic University

94.10.26. Passed by the 1st Meeting of the English Dept. Faculty Evaluation Committee Meeting of Fall 2005, FJCU

Article 1
These regulations for promotion (hereafter the Regulations) are enacted for the fair and objective evaluation of applications for promotion by faculty members of the English Department. Unless the law requires otherwise, these Regulations apply.
Article 2
All full-time faculty members, when applying for promotion, should meet the following requirements:

1. Teaching in FJU over 2 years consecutively.

2. Basic teaching duration: lecturer--3 years, assistant professor--3 years, associate professor--3 years. Teaching assistants cannot apply for promotion via representative works.

3. Teaching service is counted from the date stated in the Ministry of Education (MOE) issued certificate of professorial rank contract to the end of the semester prior to the proposed change in professorial rank (January or July). Previous teaching experience (seniority) in other colleges or universities is counted, excluding junior college.

4. Outstanding teaching, research, and service, as well as ethical and professional conduct, are required in the current position. See "Regulations for Faculty Evaluation on Teaching and Service" (「教師資格審查教學服務成績考核辦法」) for enforcement rules.

5. Applicants for promotion to lecturer should submit a work equivalent to an MA thesis. Applicants for promotion to assistant professor should submit a work equal to a Ph.D. dissertation and possess the ability for individual research. Applicants for promotion to associate professor or to full professor should have continuous publications in their areas of expertise and contributions to their specialty and academic field.

6. Incumbent teachers who obtained the MOE certificate for qualified lecturer or assistant before March 31, 1997 and have continuously taught since then can follow the preceding rules to apply for promotion.

Article 3
Part-time faculty who want to apply for promotion follow the above-mentioned qualifications for full-time faculty, except that the requirement for teaching duration is doubled. If there are existing rules for promotion in the school where the part-time faculty member is full-time, promotion must be applied for there.
Article 4
Applicants for promotion must submit the following documents before the due date.

1. One copy of the official resume with one two-inch photo. (The form can be downloaded from the Personnel Office's website.)

2. Three copies of the representative work (published in the last three years) and secondary works (published in the last five years) and Chinese abstracts (500 ~1000 characters).

3. One copy of the original MOE certificate of professorial rank.

4. One copy of all FJU contracts issued since the applicant was initially hired.

5. A list of reviewers whom the applicant does not wish to be reviewed by (up to three names with explanations needed).

6. Proof of main authorship for representative work with co-authors (if the representative work is a collaborative work).

7. Part-time faculty must submit certificate of any full-time employment elsewhere.

8. Applicant's statement about teaching, research, service and advising accomplished in the present position.

Article 5
Procedures and Grievance

1. The faculty member who applies to promotion (hereafter the applicant) will prepare the above-mentioned materials and submit them to the Personnel Office first. After the Personnel Office confirm the applicant’s qualifications and the above-mentioned materials, the applicant submits them to the Department Faculty Evaluation Committee (hereafter the Committee) for initial evaluation.

2. The Committee will examine and score the applicant's seniority, ethical and professional conduct, teaching, research, and service following the department's "Enforcement Rules for the Regulations for Faculty Promotion in the English Department, College of Foreign Languages, Fu Jen Catholic University." After voting to pass the application, the committee will forward the application as well as the meeting minutes to the College Evaluation Committee for the second level evaluation.

3. This Committee will inform the applicant of the results of the evaluation in written form. If the application is not passed, an explanation will be given.

4. If the applicant does not accept the final decision, s/he can apply to the University Faculty Grievance Committee for redress according to the related rules.

Article 6
The "promotion works" mentioned above must involve the individual creation of the applicant and be in accordance with the following regulations:

1. The promotion works should accord with the courses taught by the applicant. They must have been published within five years (or accepted and scheduled to be published; proof needed) in nationally or internationally well-known academic periodicals or as individual scholarly works.

2. The publication should include the writer's name and the necessary bibliographic information. For an offprint, the applicant should provide the title of the periodical and the volume number and date of publication. If the necessary bibliographic information for an offprint is not provided, then the applicant should attach to the offprint copies of the cover and table of contents.

3. The applicant should hand in three copies of his/her promotion works. If the promotion works are more than two works, the applicant should identify one as the representative work and the other(s) as secondary works. Works in a series of related research may be taken together as the representative work.

4. A Ph.D. dissertation can be listed as secondary work but not as a representative work.

5. In principle the applicant must present promotion works written in English in principle, with a Chinese abstract for the representative work. For exceptions to this, see the Enforcement Rules.

6. Works edited by the applicant may not serve as the representative work. Editing means to rearrange, to revise, or to edit others' works. Textbooks, reference books, biographies, and translations can serve as secondary works only, not representative works for promotion.

7. If the work is suspected of plagiarism, the applicant should state the reasons why it cannot be considered plagiarized. If justification is not provided, the application will be rejected. Applicants found guilty of plagiarism may not apply for promotion within 5 years; furthermore, they will be dealt with according to the relevant MOE regulations. (Article 12 of 「專科以上學校教師資格審定辦法」)

8. If the representative work does not pass, another work on the same topic may not be presented for promotion.

9. If the representative work does not pass because its content does not reach the standards of evaluation, the applicant can apply with another work on the same topic but must substantially modify the content. When the content is modified, the applicant should hand in three copies of the previous work and three copies of a table explaining the differences between the previous and the new work.

10. All professional or scholarly works produced at one rank may be used as supporting works for promotion.

Article 7
The committee members evaluating the promotion to assistant professor will be assistant professors or above. The members of the committee to evaluate the promotion to associate professor will be associate professors or above. The committee members to evaluate promotions to professor will be professors or the equivalent.

Composition of a committee and the quorum stipulated in Article 2 of the "Regulations for the Establishment of the Department Faculty Evaluation Committee" should follow this basic rule about rank requirement.

The Committee, when not having at least five people of appropriate rank to be on the committee, must invite professors in the appropriate area of expertise on campus or outside the university with the permission from the Dean to fill the vacancy.

If necessary, the Committee may give the applicant a chance for oral defense.

Article 8
The department faculty evaluation is on the basis of the applicant's ethical and professional conduct and teaching, research, and service in the present position. The percentage-weights for all categories are set up in the department's the department's "Enforcement Rules for the Regulations for Faculty Promotion in the English Department, College of Foreign Languages, Fu Jen Catholic University."
Article 9
After the MOE passes the promotion, seniority is counted as follows,

1. If the promotion is passed by the university before the beginning of the term and passed by the MOE within three months of the beginning of semester, the date of seniority will be counted from the beginning of the semester.

2. If the application is not submitted to the MOE on the preceding schedule, or if rejected by the MOE and resubmitted with new promotion works, the date of seniority is counted from the date the school resubmitted it.

Article 10
An applicant who does not pass the evaluation may re-apply according to the rules. The application needs to pass first the initial evaluation by this Committee and then be sent to the College Evaluation Committee for the second level evaluation.
Article 11
Faculty who for any reason are not currently teaching and doing research at FJU cannot apply for promotion.
Article 12
When faculty who apply for promotion with promotion works resign from their position before the certificate is received from the MOE, FJU may discontinue the application procedures and withdraw all rights in FJU.
Article 13
The schedule for application is set by the Personnel Office of FJU and College of Foreign Languages. See the College and Department Calendars for each semester.
Article 14
For matters not covered in these regulations see the related MOE rules (「專科以上學校教師資格審定辦法」) and FJU rules (「教師資格送審作業須知」).
Article 15
These rules are passed by this Committee and take effect after approval by the College Faculty Evaluation Committee. Revision should follow the same procedures.
