I also have the questions you asked at the end of your message. But maybe it's not a question of why they do not set themselves free, but why historically they have to be used to represent men's ideals and wishes. It's interesting that you mentioned Nell, a film I like a lot. If I remember correctly, I don't think Nell raised her head just to enjoy nature or be relaxed. When she does that, she remembers her childhood and then her recollection is mixed with happiness and sadness. Happy is the part where she danced with her twin sister, and sad is that part where her sister is raped and/or killed. The great different between female images in a film or on PR paintings is that although both involve a story, the PR women are presented as trapped and framed, which is re-inforced by the frame and the stillness of paintings themselves.
